- ANRS Road, Transport and Logistics Bureau has invited wax sealed bids comprising of Technical & Financial Proposal from eligible Bidders for providing all the necessary labor, material & equipment for the construction and completion of G+1 Main Office, Generator House and Site Work at Gondar Traffic complex.
- Both the pre-qualification (Technical) and non-priced
(Financial) bid documents may be obtained by any interested eligible bidders on the submission of a written application to ANRS Road, Transport and Logistics Bureau, Bahir Dar Upon payment of non-refundable birr 1000 (One Thousand) to whom all inquiries and Correspondences should be addressed.
- Each bid must be accompanied by an acceptable bid bond, at the Bidder’s option, in any of the following forms: An Unconditional Bank Guarantee, An irrevocable Letter of Credit and Cash, check certified by a reputable bank or financial institution, or payable order in the sum equal to 1% of the bid amount including VAT, which shall remain in forces for 90 calendar days from the bid opening date and shall be in separate envelope. The successful bidder will be required to furnish a performance bond in the sum of 10% of the gross bid sum within 15 days from signature.
- Bidders are strictly advised that they must read and comply in full with the “INSTRUCTION to BIDDERS”.
- The construction of works shall be completed within a maximum of 360 Calendar Days from the commencement of works.
- All bids must be submitted based on the free market
- Both the pre-qualification and priced bid documents shall be in separate envelopes &properly sealed (one ORIGINAL & one COPY); otherwise the client will reject the bid.
- Applicants who do not score a minimum of 70% of technical qualification criteria allocated 100% points will be considered as not pre-qualified and their price (financial) bid document will be returned to the applicant without opening it. And all Bids will be evaluated based on first Technical evaluation & second financial least bidder.
- Scaled technical & financial documents shall be submitted to ANRS Road, Transport and Logistics Bureau on or before 21 calendar days from the first date of advertisement at 2:00PM hours and shall be publicly opened at 21″ calendar day starting from first advertisement date at 3:00 P.M. If the opening date lies on a non-working day, it will be shifted to the next working day in ANRS Road, Transport and Logistics Bureau when the name of bidders and the amount of their bids will be declared. Bidders are advised to attend the opening of bids.
- All bidders have to conduct site visit before submitting a bid. The client will not accept any claim in relation to the site and related issues.
- The bidder must provide a legal confirmation letter by his own firm by compiling it with the legal document for creating job opportunity, as per directive from the total contract, in the form of any sub contract material supply or any other ways based on ” ኢንተርፕራይዞች ለተደራጁ ወጣቶች የስራ ዕድል አማራጮችን ለማስፋትና ለማበረታታት የተዘጋጀ መመሪያ ቁጥር 27/2009 ዓ.ም ” otherwise the bidder will be rejected.
- Bidders must present certificate of VAT registration.
- Bidders must provide certificate of satisfactory execution of previous contracts and/or experience provided by other contracting parties to the contract concerned in number and within the period specified in the bid data sheet for the similar size/type contract with a budget of at least that of this contract.
- Bidders must provide all relevant documents for man power and equipment’s specified in bid data sheet.
- ANRS Road Transport and Logistics Bureau reserves the right to reject any or all bids without giving reasons therefore and to waive informalities and irregularities, which do not constitute a material modification in the bids, received.
